
Mark Whatley
Mark Whatley is a principal and consulting actuary in Milliman’s Singapore office. He joined Milliman in 2017 and has been based in Singapore for 19 years.
Mark provides independent and objective consulting advice on employee benefits to multinationals, local companies, government-linked organizations, and social security funds. His public sector experience includes projects in Indonesia, Malaysia, Brunei, and Singapore.
Experience
Mark has over 30 years of employee benefits, retirement and financial services experience gained in Asia, the Middle East, Europe, and Africa.
He is an expert on benefits and retirement practice in each market in the region, which he gained from single and multi-country project experience of benefits review and optimization, flexible benefits design and pricing, retirement plan design, retirement actuarial valuation, retirement and benefits administration, benefits communication, pre-M&A benefits due diligence, and post-M&A benefits harmonization.
Mark served as signing actuary for multiple clients across Asia Pacific and the Middle East, including GOSI, for actuarial valuations for accounting, funding, and statutory purposes. Valuations include retirement plans, gratuity plans, post-retirement medical plans, long service plans, long-term incentive plans, and insurance plans.
Mark has provided actuarial support across industries and has deep experience particularly of the oil and gas, FMCG, and financial sectors.
Before joining Milliman, Mark headed the Willis Towers Watson’s benefits consulting business in South East Asia for over seven years with teams in five countries.
Previously, Mark headed up Swiss Re’s life and health actuarial team in Singapore, providing reinsurance and product development advice to insurance clients across Southeast Asia.
Mark oversaw the life and pensions operations of Swan, the leading financial solutions provider in Mauritius.
He also worked as a benefits consultant for Mercer in London, providing benefits and retirement consulting advice to a portfolio of multinational clients.
Mark started his actuarial career with Aviva in Norwich.
Over the last 15 years, Mark has spoken at numerous events across Asia Pacific, covering topics such as retirement, accounting standards, employee benefits, health and wellness, and mergers and acquisitions. He is a current member of the Pensions Benefits Social Security Forum of the International Actuarial Association.

- Co-chaired the Singapore Actuarial Society’s Health and Retirement Conference (2016) and chaired the second day of the Asia Insurance Review’s 12th Asia Conference on Pensions and Retirement Planning (2016).
- Co-authored Willis Towers Watson’s “Asia Pacific Benefit Trends Survey” (2015 and 2013) and presented the findings at events around the region.
- Co-authored “The Investment Risks in Singapore's Retirement Financing System” (2014) with the Institute of Policy Studies.
- Co-authored “Employer-Sponsored Retirement Schemes in Singapore: The Need for Change” (2013).
